That evolved after RGH as Tiros was always around in the fw days & went on with GliGli to do RGH, all the rgh2.0, dgx etc was the brainstorm of a guy from razor1911 working under the xecuter name. He only learned vhdl after being ripped off on eBay trying to buy an exploitable console.
There was lots of small groups who worked together, the liteon dvd drive being a prime example.

Unencrypted beta fw drive located by me for possible attack vector (this went through acid decapsulation too)

The news thread linked in the OP was not really accurate, though. Modchips were not necessary until 2009 I think it was.
