Although i have got through to him now that the monitor is 144Hz so he can limit the games to 144 & it sticks there no matter what which is good.

Just to give an update.
He was a lucky boy & Santa delivered a 5600x cpu & I also got him the sn770 1Tb M.2
I updated the bios & installed the CPU today and Fortnite is a lot better and doesn't seem to have the issue anymore.
As has been mentioned, certain games are more cpu than gpu it seems...
I have actually downloaded Afterburner now, so will have a look at that.
OS is windows 10, so might be worth looking into the ryzen power plan then regardless of this issue. wasn't aware of that. But then never had an issue with the PC in the past few years. It's only been highlighted now this...

I have run those benchmarking apps which I thought would highlight a lack of power issue? As I have read diffing opinions on psu size, so I put it down to being ok if it’s a decent psu and maybe not so much if it’s a lower quality one.

Yeah it’s looking like a new m.2 drive so will do a clean install of windows and hope that is the main issue.

Years ago when he wanted a PC I refused to buy him the whole thing at £1000+ so we went with building one, buying decent parts for the main bits that he could afford and I managed to get some old SSDs and a gpu from work so he could have it working and then save up for an m.2 and a decent modern...

when running Fortnite and gta the cpu and gpu both get nowhere near 100% (the 680 did I think) I’m just running a ram diagnostic tool at the moment to see if that shows anything

Maybe log into the admin settings on your new router & see what IP address the TP link has been given (assuming your new router is dishing out an address to it)
You might find they are both on the same address, so you might have to log into the tp link locally & set it to dhcp/to a unique IP address
