Skim the head. Could change the pistons too, but head is alot cheaper to skim. All depends what kind of ratio you're after.

If it's on the front you could get both wheels up in the air and then drive it upto 70mph then see if it is from one of the front ones. Easier to do if you get someone to run it up while you're checking mind.

Throttle held open while cranking over or not? Closed throttle can create a lower reading.

Yup running rich to keep the cylinder temps down. Turbo Honda lumps are usually mapped to about 13:1 or even richer on the proper high hp builds to keep the temps down.
