Equalising tension with key wayed crank pulley

  Ph1 172 turbo
I am wanting to fit a key wayed crank pulley whilst rebuilding my engine. I have read that this is advised when turboing a f4r.

My question is how do you then equalise the tension as you can not leave the crank floating as you would with the standard pulley.

Is it a case of removing the crank locking pin and turn the engine over by hand via crank to equalise, then set the crank pin back to tdc before tightening the cam pulleys. Or will this not allow the belt to equalise correctly.

Thanks for any advice you can give.
