You need to undo the pinch bolt at the very bottom that connects the column to the rack.
It's a fiddly bugger but jack the front up and remove the wheel to aid access. Turn the steering so that the bolt head is facing outwards to make it easier,you'll see what I mean when you do it. It's...
Does the column definitely have play? I only ask as if you rock it quickly backwards and forwards in only small amounts it does feel slightly odd because of the motor and its resistance (which obviously you dont get on a normal PAS system) but when driving it still moves the rack/wheels...
Must be the relay then as you say, so long as the wiring is all ok which no doubt you've checked umpteen times by now lol!
The main +'ve and -'ve are wired the correct way round to the original wires aren't they? I'm not sure if this matters or not though....

Ign OFF, knob fully anticlockwise
Ign ON, no EPAS clicks after any amount of time
Turn knob clockwise a little
EPAS ECU loud click ;)
Silly question but have you actually rotated the control knob clockwise a bit? i.e. to turn it on?
I think that if its in the fully off position, it won't click the ECU on!
Sounds just like mine tbh, its been rattling for months but now is getting very lumpy at idle, it used to do it now and again but is gradually getting worse and more frequent. I was going to to it but decided to sell the car/break it.....I'm not 100% now :o
On the other hand, using slicks can be potentially very dangerous unless the car is caged, due to the immense grip levels and lateral forces involved. Especially if the OP is relatively new to track days (I'm assuming here).
At least with road legal track tyres, they tend to let go a bit more...
Just updated the post above regarding the bushes. Can't see any standard ones that are 22mm (assuming you have a non-cup packed 182) but there is Powerflex ones...
Regarding the Sportlines, there's a guy selling a set in the for sale threads for £80, only done 3k. Which is half what you're looking at ;)
172/182's have different wishbones which means the outer ARB bush is different to the ones you linked to!
EDIT: You want ones that look like this...
