When i have ever heard a nock. It has always turned out to be a drive shaft or engine mount. To check driveshaft look behind the wheel on the rubber and see if you can see any leaking grease or a split in the rubber even. Hope this helps.
To reset the light. Disconnect your battery for about 30 mins. This should be your first option before you go and take it on the computer as this is one of the first things they do at Renault whilst waiting to go on the computer if they are busy.

I would say steering wheel is a very big let down in all the clios. Ive had a 172, 172cup, and a 182 which I have currently got and i have been dissapointed with all of them. The steering wheel is like it is melted and the grips are ripped. Only got 50k on car.

I belive there is 4 clips if im not mistaken. Two on each side which you can release with a flat screw driver.

A couple of years a go I had a W reg Clio 172. Managed to get a Steering wheel for 172 2003 model. Didnt fit because it was catching on the steering collumn. I think that it was really really tight as well so I give up and stuck with the originall one. Hope this helps.
What do you mean by insurance issues? I was interested it getting this done myself. Also would this disable the immobiliser if the car was to be hot wired?
As previously advised this will be down to solenoid not moving. It will be simple to no if it is this or not if you can get the plastic cover of the tailgate. When the cover is of simply press the button on the key and the solenoid should go up and down. If it doesnt then it could be the wiring...
A 14'' will not fit even if it is fitted to other standard smaller engine clio's. The disc on the clio sport is big and i belive the smallest size you will get on is a 15''. Have you thought about a Megane wheel? Remember needs to be 4 stud.
