its blocked mate yes. try taking off the pipes and the one which gets hot (obviously when it goes cold) put the hosepipe into it and blast throught and it may unblock it. you will see if it does anyway if lumps of crap come out onto the floor :)
i did mine last night, heated the plastic up with a hairdryer and used auto glym vinly and rubber care on a foam applicator and worked it in the said areas and dried off with the hairdryer again. worked for me
if they are a proper bodyshop, they will pull out even things you didnt see yourself! if they dont do it just dont accept it back until you are happy matey :)
my cupra has just benefited from a full detailing (CG citrus wash, megs clay with CG quick detailer, PC'ing, CG easy glaze and CG Pete's 53 wax)
paint did feel a little rough hence it getting clayed as it was the first time i'd detailed the car (had it 3 weeks) silver car though so i wouldnt...
i've just bought an ibiza cupra. v.good imo. spend some money on improving the handling 1st though (ie 15mm rear spacers and uprated ARB's) then a few choice mods and custom remap will easily see nigh on 200bhp)
maybe the marks were there but both being excited about a new car you didnt see them? happens to people. you always find an extra mark or two on the car after you get it home
