No there are two pumps on the washer bottle. One does the windscreen, one does the headlights. Two pipes from each pump serving a single jet each.

The washers are notorious for leaking mate. Inline non return valve off ebay for a couple of quid cures it.
If I were you I'd buy a ballast anyway, because if it's gone you'll want to replace it there and then while the bumpers off. They're screwed onto the bottom of the headlight. Otherwise...

If your guy fixes it you won't have a leg toasting on buddy. The dealer will claim your guy carried out the bad workmanship and wave you off into the distance. Start the proper route ASAP ie. Issue a rejection letter and if you don't get your response go legal. Trust me and good luck.
Seen that car in the flesh when I was at a Scoob club meet up here. It was absolutely beautiful and the guy that owned it regrets selling it to this day. He even wanted to buy it back.
